I am using Icedrive on my Windows 10 PC. I have several Syncs setup. I am going to do a fresh install of Windows 11 on this PC.
How do I transfer the Syncs to the upgraded PC??

I think you will need to reinstall ice drive , setup the sync again and let it run
I would ensure though the syncs do not delete both local and remote to avoid dataloss at first instance
when local / remote match you can decide to change the sync config to the original settings you had
I forgot to mention that the sync is to the encrypted part of the account. Does that mean all the data would need to be re-sent or not?
